Heat a generous splash of vegetable oil combined with a hint of sesame oil in a large skillet or wok over medium heat. Add diced bell peppers, onions, and chopped green onions, and sauté for about 2 minutes until they start to soften.
Introduce ground beef to the skillet, evenly sprinkling garlic powder over the mixture. Cook for an additional minute, allowing the beef to develop a slight brown hue.
Stir in diced tomatoes along with fish sauce and soy sauce, mixing thoroughly. Sauté the blend for 2 minutes before gently folding in the pre-cooked rice.
